Balboa Terrace is one of San Francisco's earliest planned residence parks, platted by the realty firm of Baldwin & Howell in 1912 on land that had formed part of Adolph Sutro's estate. The neighborhood takes its name from Balboa Street and its broader association with Vasco Núñez de Balboa, whose name was woven into San Francisco's West of Twin Peaks street grid during the early 20th century residential expansion. Bounded by Junipero Serra Boulevard, Monterey Boulevard, San Aleso Avenue, and Ocean Avenue, Balboa Terrace was conceived as a garden suburb — a self-contained residential enclave modeled on the City Beautiful planning principles of the era.

Development reached its peak between 1920 and 1927 under Lang Realty Company and Hueter Homes, with architect Harold G. Stoner designing the neighborhood's signature storybook cottages, Spanish Colonial Revival homes, and English Tudor residences. The 1920 Mission-style gateway and streetcar shelter on Junipero Serra Boulevard — with its semicircular arch, stone benches, and period light standards — remains the neighborhood's most distinctive landmark, built to announce the park's character to streetcar passengers arriving from downtown via the Twin Peaks Tunnel. By 1926, Balboa Terrace was featured in The Home and Garden Beautiful magazine as one of the showplaces of the Bay Region.
