Oakland's Chinatown traces to a settlement of Chinese immigrant gold miners in the 1850s, among the oldest Chinatowns in the United States. Discriminatory laws, including the Chinese Exclusion Act era after 1882, forced repeated relocations before the community settled at its current site.

The 1906 San Francisco earthquake brought a wave of displaced San Francisco Chinatown residents across the bay to rebuild in Oakland — a "New Chinatown" whose founding figures included industrialist Lew Hing. Lincoln Square Park, an Oakland-designated landmark since 1983, and the Pacific Renaissance Plaza, home to the library's Asian Branch and the Oakland Asian Cultural Center, remain the neighborhood's community anchors today.
