City Center is Oakland's central business district — the downtown commercial core whose contemporary identity was shaped by the major urban renewal and redevelopment initiatives of the 1960s through 1980s that transformed the area around Frank H. Ogawa Plaza — named for the longtime Oakland City Councilmember and Japanese American civic leader who served from 1966 to 1994 — is the district's defining public space, fronting Oakland City Hall, a National Historic Landmark completed in 1914. The Ronald V. Dellums Federal Building on Clay Street, named for the Oakland congressman and former chair of the House Armed Services Committee, anchors the federal government presence in the district.
