Civic Center takes its name from the complex of municipal and government buildings constructed after the 1906 earthquake destroyed San Francisco's original City Hall on Larkin Street. Rebuilt on a grander scale under the Beaux-Arts City Beautiful movement — inspired by the 1893 World Columbian Exposition — the new complex was planned by a team of architects chaired by John Galen Howard. Ground was broken for the current City Hall in 1913, and it opened in 1915 in time for the Panama–Pacific International Exposition. A $8.8 million bond was passed in March 1912 to fund construction. The district was listed in the National Register of Historic Places in 1978 and designated a National Historic Landmark in 1987.

The district's most consequential moment came in 1945, when the United Nations Charter was signed in the Veterans Building's Herbst Theatre — an event that directly led to the formation of the United Nations. The 1951 Treaty of San Francisco, formally ending the Pacific War with Japan, was also signed here. Civic Center Plaza and UN Plaza remain the civic heart of San Francisco, hosting generations of public demonstrations, parades, and commemorations. The Civic Center/UN Plaza BART and Muni Metro station, opened in 1973, anchors transit access to the district.
