Cleveland Heights is a residential neighborhood on the hillside slopes east of Lake Merritt, developed circa 1912 and named in the commemorative tradition of the early 20th century for Grover Cleveland — the 22nd and 24th President of the United States, the only president to serve two non-consecutive terms. The neighborhood's streets were laid out as part of Oakland's lakeside residential expansion, its period homes offering the elevated position and lake views that made this part of East Oakland a desirable middle-class address in the interwar years. The Cleveland Cascade — a monumental Italian Renaissance-inspired staircase and water feature on the hillside above Lake Merritt, constructed in 1914 as part of the City of Oakland's lakeside beautification program — is the neighborhood's most significant civic landmark, its terraced water stairs documented by the Oakland Heritage Alliance as one of the city's most distinctive pieces of historic landscape architecture. Lakeshore Avenue lies immediately below, connecting Cleveland Heights residents to one of Oakland's most vibrant independent commercial corridors. The Lake Merritt BART station provides the district's regional transit anchor.
