Dogpatch was originally called Dutchman's Flat, for the Dutch foremen and laborers who settled the area in the last quarter of the 19th century to work the heavy industries of Potrero Point — now Pier 70. Industry arrived in the mid-1850s, and by the early 1870s the neighborhood was developing as the primary housing district for workers at Union Iron Works, Pacific Rolling Mills, the San Francisco Cordage Company, and Western Sugar Refinery. Union Iron Works, established at Pier 70 in 1883 under the leadership of Irving M. Scott, became the neighborhood's dominant employer, and by 1920 its successor Bethlehem Steel's San Francisco Yard employed half of all householders in Dogpatch. The neighborhood's isolation from the rest of the city and the wartime industrial boom of World War II — when the shipyard workforce swelled to over 18,000 — preserved the original Victorian cottage housing stock that makes Dogpatch historically distinct.

In 2002 a nine-block area of Dogpatch was designated a San Francisco Historic District, recognized as the oldest and most intact concentration of Victorian-era industrial workers' housing in the city. Pier 70's historic shipyard structures and the gantry cranes "Nickel" and "Big Red" — preserved at Crane Cove Park — stand as landmarks of the neighborhood's industrial identity.
