Eureka Valley takes its name from one of the Twin Peaks — the valley between what was called Eureka Peak and Noe Peak — both named during the period of the Mexican land grant Rancho San Miguel, awarded to José de Jesús Noé in 1845, which covered four thousand acres stretching from Twin Peaks into Noe and Eureka Valleys. The neighborhood's formal development began after the Market and Castro Street Cable Car line opened in 1886, transforming the rural valley into one of the city's burgeoning streetcar suburbs. By the early 1900s, Eureka Valley was a working-class Irish and Scandinavian neighborhood — known informally as "Little Scandinavia" — with the Most Holy Redeemer Parish as its social and spiritual center. The Eureka Valley Improvement Association, founded September 3, 1905, successfully lobbied for improved streetcar service, better lighting, and public school construction.

The neighborhood survived the 1906 earthquake largely intact, preserving its Victorian and Edwardian housing stock through the mid-20th century. Beginning in the late 1960s, as families moved to the suburbs, gay men relocated from the Haight and Polk districts into Eureka Valley's affordable Victorians, transforming the commercial core around Castro and 18th Streets into what became known worldwide as The Castro. In 1977, Eureka Valley elected Harvey Milk to the San Francisco Board of Supervisors — the first openly gay politician elected to public office in California. The Eureka Valley (Castro) Historic Context Statement was adopted by the San Francisco Historic Preservation Commission in December 2017.
