Neighborhood History

Fifth City takes its name from the Fifth City Human Development Project, a grassroots urban renewal initiative the Ecumenical Institute launched here in 1963 across a 16-block stretch of East Garfield Park. Rather than imposing top-down redevelopment, the project asked residents to envision their own community's future, training local staff, opening a resident-run shopping center, and securing hundreds of thousands of dollars in private and public investment by 1980.

That legacy of resident-driven renewal continues today. Fifth City Commons, a $38 million, 43-unit affordable housing development built to Passive House sustainability standards, opened in December 2024 at the corner of 5th Avenue and Kedzie, its murals painted by local artists reflecting the neighborhood's history. Garfield Park and its landmark Conservatory sit just blocks away, and Marshall Metropolitan High School continues to serve the community's students.
