Forest Hill takes its name from the eucalyptus forest planted on this hillside west of Twin Peaks by Adolph Sutro in the 1880s — a forest that gave the neighborhood its identity even before development began. In 1910, twelve years after Sutro's death, his heirs engaged real estate agent A.S. Baldwin to assess the estate's extensive western San Francisco landholdings. The Newell-Murdoch Company purchased the site and in 1912 broke ground on Forest Hill as one of San Francisco's first master-planned "residence parks," with landscape architect Mark Daniels developing the curvilinear street plan that follows the natural contours of the hillside. The first completed home — at 266 Pacheco Street — was finished in February 1914, designed by architect David Coleman. Famed California Arts and Crafts architect Bernard Maybeck designed two homes and the community clubhouse, which remains the social heart of the neighborhood today.

The neighborhood's development was bet on the promise of the Twin Peaks Tunnel, which opened in 1918 and delivered a twenty-minute streetcar commute to downtown San Francisco. Newell-Murdoch deeded 21 building lots to the City in October 1912 to fund construction of the Laguna Honda subway station. Forest Hill's streets — which did not conform to city standards and were not maintained by the City until 1978 — curve and dip through the hillside in a pattern that remains among the most distinctive in San Francisco.
