Kilbourn Park takes its name from adjoining Kilbourn Street, itself named for a small town near the Wisconsin Dells. The Irving Park District, formed in 1910 to bring parks to its tree-lined, middle-class section of the city, acquired the land for the neighborhood's namesake park in 1925.

Architect Clarence Hatzfeld, known across Chicago's north and northwest sides for his park fieldhouses, designed all three original buildings on the site: the fieldhouse, maintenance building, and greenhouse, the last of which remains the only teaching greenhouse in the entire Chicago Park District system. The park's running track has circled the grounds since the 1920s, and the fieldhouse underwent a major expansion in 1991 to meet growing demand for its programming.
