Legends South stands on the footprint of the Robert Taylor Homes, once the largest public housing development in the United States. Built in 1962 and named for Robert Rochon Taylor, the Chicago Housing Authority's first African American chairman, the complex's 28 sixteen-story towers ran two miles along State Street, housing as many as 27,000 residents at its peak before decades of disinvestment led the city to demolish the last building in 2007.

Redevelopment began under the federal HOPE VI program, replacing the towers with the low-rise, mixed-income community now known as Legends South, developed in phases by Brinshore Development and the Chicago Housing Authority. More than 800 units have been completed to date, including the Legends South A3 development that broke ground in 2025, bringing new apartments, retail space, and a public plaza to the 4500 block of South State Street.
