Lockwood Gardens is an East Oakland neighborhood centered on the public housing development of the same name, established in 1939 by the Oakland Housing Authority as one of the city's earliest federally supported residential projects — built to address the severe housing shortage affecting Oakland's working-class communities in the years before World War II accelerated demand further. The development and surrounding neighborhood takes its name from an early East Oakland landowner whose property was acquired for the housing project. The Rainbow Recreation Center on 96th Avenue — operated by the City of Oakland — serves as the neighborhood's primary community facility, offering youth programming, sports, and community events to the Lockwood Gardens and surrounding East Oakland communities. Lockwood-Tilden Elementary School, an Oakland Unified School District campus, has served as the neighborhood's educational anchor. International Boulevard runs along the northern boundary as the primary commercial and transit artery connecting Lockwood Gardens to the broader East Oakland network.
