Merced Heights is the central ridge neighborhood of the OMI district in southwestern San Francisco, running east to west along a ridgeline from San Jose Avenue to Junipero Serra Boulevard. The name Merced Heights dates only from the first years after World War II, when post-war subdivisions — including Ingleside Heights — filled in the last open hillside slopes. Before that, locals called the summit Poppy Hill or Kite Hill for the wildflower-covered open land, and the ridge was lumped in with surrounding development names such as Lakeview, Columbia Heights, and Ingleside. A development named Columbia Heights was platted on either side of Lakeview Avenue in 1893, and the Brooks family settled the western face of the ridge in the 1930s, their homestead becoming the seeds of today's Brooks Park.

In the 1950s and 1960s, Merced Heights became one of the few areas in post-war San Francisco where African American families could purchase homes, becoming a significant center of Black homeownership in the city. A 1961 Council for Civic Unity study noted the OMI as 'a higher class Negro district with primarily single dwelling units.' By the 1970s, African American families made up a third of the OMI's population. Brooks Park, occupying the western knoll of the ridge above the surrounding blocks, provides sweeping views toward the Pacific Ocean and remains the neighborhood's primary open green space.
