Mission Terrace was developed beginning in 1910 by the real estate firm Baldwin & Howell, which incorporated the Mission Terrace Company to build what was marketed as one of San Francisco's earliest planned affordable housing developments for working-class families. The neighborhood was laid out on former vegetable fields in the city's southern reaches, with Baldwin & Howell's brochures declaring it would feature "the most beautiful avenue in San Francisco devoted to inexpensive homes." Most of the original construction was completed by the end of the 1920s, with homes reflecting both Victorian survivors from before the 1906 earthquake and Classical Revival and Edwardian-style residences built in the reconstruction era.

The streets on Mission Terrace's western side were named after Native American tribes — Onondaga, Navajo, Modoc, Ottawa, Oneida, Seminole, and Cayuga Avenues — reflecting a naming convention applied across the broader Excelsior District. The New Mission Terrace Improvement Association, one of the neighborhood's enduring civic institutions, has organized community events including the annual Fourth of July Parade and Picnic for decades. Balboa Park BART station anchors the neighborhood's southwestern corner, providing direct transit connections throughout the region.
