Monterey Heights was developed in the 1920s as one of several West of Twin Peaks residence parks established following the 1918 opening of the Twin Peaks Tunnel, which for the first time gave streetcar access to the city's southwestern neighborhoods. The neighborhood sits on land that was part of Rancho San Miguel, the Mexican land grant held by José de Jesús Noé, and later acquired by Adolph Sutro, who planted the slopes with eucalyptus forest. After Sutro's death, his heirs sold the land to appraiser A.S. Baldwin, whose Residential Development Company planned a series of hillside neighborhoods — including Monterey Heights — on the formerly inaccessible slopes of Mount Davidson.

Homes in Monterey Heights were built primarily in the 1920s and 1930s, featuring Mediterranean, Spanish Colonial Revival, and Craftsman architectural styles. The neighborhood's hillside position on the slopes of Mount Davidson affords many residences with ocean and city skyline views. Mount Davidson Park, the highest point in San Francisco at 928 feet, is accessible on foot from the neighborhood's upper streets, while the West Portal commercial corridor and Muni station serve as the primary transit and retail hub for the area.
