Prescott is a West Oakland neighborhood with roots dating to circa 1869, its streets developed alongside the transcontinental railroad infrastructure and port facilities that made West Oakland the industrial and logistical heart of the East Bay in the late 19th century. The neighborhood has been closely associated with Oakland's African American community since the Great Migration brought tens of thousands of Black Americans from the South to the Bay Area between 1940 and 1970, establishing West Oakland as one of the most significant African American cultural and civic communities on the West Coast. DeFremery Park on Adeline Street — named for James De Fremery, a Dutch merchant whose estate became the park in 1908 — is the neighborhood's most significant green space and community anchor, the site of community events and youth sports that have made it a gathering place for West Oakland across generations. The 16th Street Train Station — the Beaux-Arts civic monument completed in 1912 by architect Jarvis Hunt and listed on the National Register of Historic Places — stands as the neighborhood's most iconic architectural landmark, currently undergoing restoration as a cultural facility.
