The Lower Haight, also known as Haight-Fillmore, occupies the eastern section of Haight Street from Divisadero Street to Market Street, separated from Haight-Ashbury by the large hill that rises between them. The neighborhood takes its name from Haight Street, named for Gold Rush-era banker Henry Haight. The Market Street Cable Railway began service along the route in 1883, and by the end of that decade nearly every lot in the area had been built upon with Victorian flats and commercial buildings. Fillmore Street, the neighborhood's main north-south artery, was named for President Millard Fillmore when the Western Addition was platted in the 1860s. The Lower Haight and surrounding Western Addition became a hub for African American families during and after World War II, when workers drawn to the Bay Area's wartime industries settled in the neighborhood; the adjacent Fillmore District earned its designation as the 'Harlem of the West' for its jazz and blues scene during this era.

Postwar urban renewal programs displaced many of the neighborhood's African American residents in the 1960s and 1970s. The Lower Haight became a diverse, bohemian enclave with a 'grungy, post-punk' character in the 1980s and 1990s. Buena Vista Park, one of San Francisco's oldest parks, marks the neighborhood's southeastern edge, and the adjacent Duboce Triangle connects to the Castro.
