University Village grew out of the historic Maxwell Street neighborhood, a legendary open-air market that served as a port of entry for Jewish immigrants fleeing pogroms beginning in the late 19th century, and later became a birthplace of Chicago Blues as African American migrants arrived during the Great Migration. The area sat alongside Little Italy, whose core became overwhelmingly Italian by the 1890s, according to the Hull House settlement's own neighborhood surveys.

The construction of the University of Illinois Chicago campus in the 1960s displaced thousands of residents and demolished hundreds of Maxwell Street businesses and homes, reshaping the area into the mixed residential and retail community known today as University Village. The Maxwell Street Market tradition continues nearby every Sunday, and Jane Addams' Hull House, preserved as a museum, still stands as a landmark to the settlement movement born on these streets.
