Upper Fruitvale takes its name from the larger Fruitvale district, which was named "Fruit Vale" by Henderson Luelling — a Quaker horticulturist and abolitionist who in 1854 established a fruit tree nursery of apricots and cherries on 400 acres of East Oakland land. Luelling had crossed the Oregon Trail in 1847 transporting 700 trees by covered wagon, and his Oakland nursery became one of the most significant horticultural operations on the Pacific Coast. The unincorporated Fruitvale village was annexed into the City of Oakland in 1909, following the influx of San Francisco earthquake refugees in 1906 that rapidly expanded the neighborhood's population.

Upper Fruitvale sits at the hillside edge of the larger district, above the flat commercial corridor of International Boulevard and closer to the foothills that define East Oakland's eastern boundary. The Fruitvale BART Transit Village — a model of transit-oriented development opened in 2004 by the Unity Council — anchors the broader district and connects Upper Fruitvale residents to the regional transit network, continuing the neighborhood's long tradition as a transportation hub dating back to the original Oakland Railroad streetcar line.
